please can someone tell me how to offset from a line.
how do i draw a parallel to a line at x meters/

Copy line to live layer. Goto edit button/tool, click on line, goto actions tab then click create buffer. Then set distance required. If required you can then delete the perpendicular lines by cutting/cut line at vertex.
